How to proceed for revolution in Rwanda:
  1. The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
  7. Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

DAR ES SALAAM (Reuters) - The U.N. war crimes tribunal for Rwanda on Friday acquitted two former Rwandan ministers of genocide charges, making them among the most high profile officials to be found not guilty of playing key roles in the 1994 slaughter of about 800,000 people.

The International Criminal Tribunal for Rwanda ordered the immediate release of former Health Minister Casimir Bizimungu and Jerome-Clement Bicamumpaka, who was foreign affairs minister at the time of the mass killings.
The Trial Chamber convicted two other former ministers, Justin Mugenzi and Prosper Mugiraneza, of conspiracy to commit genocide and direct and public incitement to commit genocide.
Both were sentenced to 30 years in prison.

Rwanda - Génocide: deux anciens ministres condamnés, deux autres acquittés

Deux anciens ministres rwandais ont été condamnés à 30 ans de prison chacun pour leur implication dans le génocide de 1994 au Rwanda, et deux autres ministres ont été acquittés vendredi par le Tribunal pénal international pour le Rwanda (TPIR).

Prosper Mugiraneza, ministre de la Fonction publique au moment du génocide, et Justin Mugenzi, alors ministre du Commerce, ont été condamnés à 30 ans de prison chacun pour "entente en vue de commettre un génocide" et "incitation directe et publique à commettre un génocide".

Poursuivis pour les mêmes faits, Casimir Bizimungu, ministre de la Santé au moment du génocide, et Jérôme Clément Bicamumpaka, alors ministre des Affaires étrangères, ont été acquittés par la Cour installée à Arusha (nord de la Tanzanie), qui n'a pas jugé suffisants les éléments de preuve à leur encontre.

Un des trois juges, Emile Short, a émis une opinion différente de ses collègues quant à la durée de la peine retenue, estimant que les deux condamnés auraient dû bénéficier d'une réduction de peine de cinq ans en raison de la tenue tardive de leur procès.

Le jugement, un des plus importants pour le TPIR, est survenu en effet douze ans après l'arrestation des anciens ministres. Le procès avait démarré sur le fond en novembre 2003 et s'est achevé le 5 décembre 2008.
Les quatre anciens dignitaires, qui clamaient leur innocence, étaient notamment accusés d'avoir appelé aux massacres de Tutsi lors de plusieurs réunions et discours publics à travers le Rwanda en 1994, dont certains relayés par la Radio libre des mille collines.

Le plus connu des quatre accusés était Casimir Bizimungu, ancien petit-séminariste diplômé aux Etats-Unis, intellectuel et polyglotte, qui avait dirigé la diplomatie rwandaise de 1989 à 1992.

Le génocide perpétré par le régime extrémiste hutu alors au pouvoir a fait environ 800.000 morts selon l'Onu, dans leur écrasante majorité issus de la minorité tutsi, entre avril et juillet 1994, date de la victoire militaire de la guérilla du Front patriotique rwandais (FPR - actuellement au pouvoir).

[Since 1994, the world witnesses the horrifying reality : the Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule, tyranny and corruption in Rwanda.  Hear us out, please!
An open letter to the United Nations and the world community by the African Survivors advocates from around the world:
 It has been nearly  17 years since our beloved country has been hijacked by a group of Tutsi extremists headed by General Paul Kagame, believed to have assassinated millions of Rwandans, Hutus and Tutsis, planned and triggered the Rwandan Genocide and planned and  initiated the Congolese Genocide. More than 6 million Congolese and Rwandan Hutus have been mass-murdered by Kagame's army, RDF or by his proxy armies, RCD and CNDP, headed by Ruberwa, Nyarugabo, Bizima Karaha, Mutebusi, Nkunda and Bosco Ntaganda.
 Ironically the world community banded together (1990-1993) and applied immense pressure on the previous Habyarimana regime on respecting "human rights" and " freeing " Ibyitso" and launch the pluralism in the country to only to paved way for eventually what lead to an unprecedented raise to Hutu anger and concerns later labeled either "Hutu extremism or Hutu power" and instability in the African Great lakes Region we are witnessing now.
 In the past 17 years of Kagame and RPF United Nations has received countless reports from credible NGOs and human rights organizations world wide on Kagame and RPF's systematic human rights abuses, executions and  unlawful imprisonment of political opponents such us Deo Mushayidi, Me Bernard Ntaganda, Niyitegeka, Charles Ntakirutinka, journalists Uwimana Agnes and Mukakibibi and civil lawyers including Peter Erlinder, Ms Ingabire’s lawyer, the execution of priests and bishops, the murder of Rwandan businessmen, teachers and students ordinarily Rwandan peasants believed to happen Hutu ethnic members, imprisonment and torture of the would-be president of Rwanda Mrs Ingabire Umuhoza Victoire, a mother of three children.
 Despite of all these atrocities, lies and deceit RPF and Kagame, embolden by the world community's neutrality, have the audacity to step on the world stage and make mockery of world's universally recognized values and give us lecture on the most basic and obvious human and civil rights due to the complicity and plot of some westerners aimed to whitewash and or hide Gen. Kagame's criminal records!
 The question is: Will continue the world community to turn a blind eye or like last year after publication of the UN Mapping Report and treat General Kagame to a slap on the face and walk out?
  We freedom loving people of Rwanda seeking to establish a just and secular society which respects human dignity and need the world support to rid the world from the chock hold RPF government and General Paul Kagame, the Rwandan dictator have imposed on all of us.
The world governments must dig deep and stand on the right side of the history. Stand with people of Rwanda. People always all right and know who helped in the time of need. It is now that Rwanda shall find its true partners for a more secure and prosperous tomorrow.
 As a matter of fact, here are some examples that show you how Paul Kagame, his allies and accomplices have tested the Rwandan genocide beginning with the assassination of Rwandans in the northern region, the rape of those Hutu women in that region as a weapon of war, the assassination of the first democratically elected Burundian president.
 The voice of survivors and millions of victims of Paul Kagame and RPF criminals may not get to you or fall on deaf ears but one thing is for certain it is from our heart, it is from cry of the Mothers whose young Sons and Daughters were publicly hanged, beaten, raped, akandoyed dragged into streets before or after RPF took power in 1994. Our voice is the cry of systematic torture and illegal imprisonment of the finest individuals whose only crime is seeking what you and I take for granted "basic human freedom".

Violence, Regionalism and Ethnicity: the RPF Strategy for Conquering Power in Rwanda
The massacres carried out from 1990 to 1993, like those of 1994, have been envisaged by the RPF instigators as instruments in the conquest of seizure of power in Kigali. At the same time, those massacres and assassinations plus serial killings in the Nyacyonga death camp for IDPs were seen by RPF philosophers, allies and accomplices as the best instrument to increase the anger among the Hutu community preparing the 1994 tragic events. The recourse to war and massacre of the Hutu population in the northern region of Rwanda for the purposes of "restoring" a political order rested upon a conception of power as RPF indivisible bloc, whose conquest determines the ruin of other claimants (Braud, 2005: 353/359; de Lame, 1997: 161, have both referred to a ‘winner takes all’ approach) in particular MRND and MDR and now FDU-Inkingi and Imberakuli social parties. Such is the extent to which clientelistic ties did not leave any sector sheltered from power that opting politically for the worst imposed its own order; and it was unconditional.
 An eye-witness stated the following: "Before you started causing havoc on thecountry of Rwanda in 1990, when you started shelling its innocent people from Uganda with big sophisticated weapons and big guns, all this social development and the economic progress was there in Rwanda at even a  faster rate than you would want people who do not know these facts to believe. People who know Rwanda can bail me out on this".

Three main episodes or stages were necessary before the mastermind of the Rwandan genocide to assassinate President Habyarimana. All conditions were gathered to make the genocide occur.
The very first episode



Massacres of the population of Shonga, Commune Muvumba, Prefecture Byumba. The RPF occupied Shonga from October 1990 until its victory in July, 1994. The RPF decimated the population living in Shonga.
Between 1991 and 1992, RPF massacred Hutu in the communes of Bwisige, Cyumba, Cyungo, Kibali, Kivuye, Kiyombe, Mukarage, Muvumba, and Ngarama of the prefecture of Byumba, Kanzenze, prefecture of Kigali and a member of the central committee of the Republican National Movement for Democracy and Development (MRND).
In the night of November 17 and 18, 1993 the RPA under Colonel Kayizari massacred 48 unarmed civilians in the sous-prefecture of Kirambo, prefecture of Ruhengeri.
In the same month of November 1993, the RPF Massacred of unarmed civilians in Commune Mutura, prefecture Gisenyi and Commune Bwisige, prefecture of Byumba. The United Nations Mission for Rwanda (UNAMIR) investigated the massacre of Mutura and Kirambo and never published its findings.
In April 1994, the RPF under Colonel Kayonga has systematically eliminated : 
- Mujyanama, Theoneste, former attorney general;
- Habimana, Aloys, former director in the ministry of agriculture;
- Stanislas Niyibizi's wife and some children;
- Hategekimana , Raphael, director of Village Urugwiro
- Major Bugenimana, Helene and her children;
- Bahigiki, Emmanuel, former secretary general in the ministry of planning, his wife, and
children;
- Gahutu, Jean, his wife and his children;
- Nsengiyaremye, Theodore, pharmacist, his wife and his children; Munyangabe, Marcel,
former president of the General Accounting Court, his wife and his children;


Massacres were also carried out in the communes Butaro, Cyeru, and Nyamugali of Ruhengeri. Some of the people from these communes were deported to Uganda and disappeared. RPF killings generated massive internally displaced persons who sought refuge at makeshift camps. The RPF shelled these camps although these internally displaced persons were not armed.
On February 8, 1993, the RPF attacked the town of Ruhengeri and massacred unarmed civilians. During the attack the RPF summarily executed a large number of civilians including Barengayabo, President of the Appeal's Court and Philippe Gakwerere, Inspector of mining and their families.
During its military offensive of February 1993, the RPF massacred unarmed civilians in Ngarama, Commune Gituza, Prefecture of Byumba.
May 18, 1993, the RPF assassinated Emmanuel Gapyisi,  who was the initiator of the Forum Paix et Démocratie (Peace and Democracy Forum) and a member of the political bureau of the Democratic Republican Movement (MDR) and president of MDR in the prefecture of Gikongoro.
According to a UN secret report and to Jean-Pierre Mugabe, a former RPF official, General  Kagame ordered the shooting down of the plane carrying President Juvenal Habyarimana and his Burundi counterpart, Cyprien Ntaryamira from house to house in Remera, Kigali killing businessmen, intellectuals, politicians, and all members of their families. RPF soldiers executed unarmed civilians who fled to Amahoro Stadium.
Following are the names of the people executed by the RPF. The list is not exhaustive.
- Ndagijimana, Celestin, Chief Administrator officer at IMPRISCO
- Claudien Habarushaka, former prefect of Kigali;
- Baliyanga, Sylvestre, then prefect of Ruhengeri, his wife and children;
- Jean-Marie Vianney Mvulirwenande's wife and children;

 A. BEFORE APRIL 1994

Massacre of Burundian refugees resettled in Commune Muvumba and massacre of Hima in Commune Muvumba, Prefecture of Byumba in October 1990 when the Rwandan Patriotic Front (RPF) invaded Rwanda from its military bases in southwestern Uganda.Massacres were also carried out in the communes Butaro, Cyeru, and Nyamugali of Ruhengeri. Some of the people from these communes were deported to Uganda and disappeared. RPF killings generated massive internally displaced persons who sought refuge at makeshift camps. The RPF shelled these camps although these internally displaced persons were not armed.

On May 18, 1993, the RPF assassinated Emmanuel Gapyisi, a member of the political
bureau of the Democratic Republican Movement (MDR) and president of MDR in the
prefecture of Gikongoro.
In April 1994, the RPF under Colonel Kayonga went from house to house in Remera, Kigali killing businessmen, intellectuals, politicians, and all members of their families. RPF soldiers executed  unarmed civilians who fled to Amahoro Stadium.
Following are the names of the people executed by the RPF. The list is not exhaustive.

- Stanislas Niyibizi's wife and children;
- Hategekimana , Raphael, director of Village Urugwiro
- Major Bugenimana, Helene and her children;
- Bahigiki, Emmanuel, former secretary general in the ministry of planning, his wife, and children;
- Gahutu, Jean, his wife and his children;
- Nsengiyaremye, Theodore, pharmacist, his wife and his children; Munyangabe, Marcel,
former president of the General Accounting Court, his wife and his children;
According to Human Rights Watch and the FIDH, by April 25, 1994 the RPF had opened a corridor from Kigali to Byumba. It evacuated civilians from Amahoro Stadium, Kigali to Byumba. Some of the people it evacuated were summarily executed in Byumba. Among them was Gregoire Kayinamura, vice president of MDR, Norbert Muhaturukundo, employee at the ministry of information, and Sebulikoko, Celestin, businessman.

On June 5, 1994 RPF soldiers summarily executed three Catholic bishops: Vincent Nsengiyumva, Archbishop of Kigali; Thaddee Nsengiyumva, bishop of Kabgayi; Joseph Ruzindana, bishop of Byumba; and nine Catholic priests: Mgr. A UNHCR report prepared by a team of three people headed by Robert Gersony on these
numerous massacres that occurred as the RPF took control of Rwanda in 1994 was buried
under pressure from the United States and the UN. According to Human Rights Watch and
 the FIDH, "From August 1 through September 5, the team visited ninety-one sites in forty one of the 145 communes of Rwanda and gathered detailed information about ten others". 


On February 21, 1994, the RPF assassinated Felicien Gatabazi, the executive secretary of the Social democratic party (PSD).
On February 22, 1994, the RPF assassinated Martin Bucyana, president of the Coalition for
the Defense of the Republic (CDR). Colonel Karenzi of the RPF coordinated these political
assassinations.

On March 15, 1994 RPF soldiers under Colonel Kayonga carried out the assassination of Nathanael Nyilinkwaya, director of the tea factory of Cyohoha Rukeri, his wife, and two factory employees.
From 1991 to 1993, RPF agents posed mines and bombs on roads, minibuses, and public places. Some of these agents were arrested carrying explosives. Others were arrested crossing into Rwanda from Burundi, Tanzania, and Zaire (the Democratic Republic of the Congo (DRC).
 
Massacres of the population of Shonga, Commune Muvumba, Prefecture Byumba. The RPF
occupied Shonga from October 1990 until its victory in July, 1994. The RPF decimated the
population living in Shonga.
Between 1991 and 1992, RPF massacred Hutu in the communes of Bwisige, Cyumba, Cyungo, Kibali, Kivuye, Kiyombe, Mukarage, Muvumba, and Ngarama of the prefecture of Byumba.
On February 8, 1993, the RPF attacked the town of Ruhengeri and massacred unarmed civilians.
During the attack the RPF summarily executed a large number of civilians including Barengayabo, President of the Appeal's Court and Philippe Gakwerere, Inspector of mining and their families.
During its military offensive of February 1993, the RPF massacred unarmed civilians in Ngarama, Commune Gituza, Prefecture of Byumba.
B. FROM APRIL 6, 1994 TO PRESENT
According to a UN secret report and to Jean-Pierre Mugabe, a former RPF official, General Kagame ordered the shooting down of the plane carrying President Juvenal Habyarimana
and his Burundi counterpart, Cyprien Ntaryamira. The plane was shot down on April 6, 1994 at 8:30 PM as it was about to land at Kanombe International Airport. Presidents, their aides and the crew died on the impact.

- Baliyanga, Sylvestre, then prefect of Ruhengeri, his wife and children;

- Ndaziramiye, Herson, his wife and children.
- Gashegu, Dismas, former vice chancellor of the National University of Rwanda;
- Mbanzarugamba, Felicien, employee at Bralirwa, his wife and children;
- Kayibanda, Irenee, employee at Societe Nationale d'Assurances (SONARWA);
- Hategekimana, Jean, president of the Court of Kigali, his wife and children;
- Mupenda, Frederic, employee at the ministry of public works
- Donat Hakizimana, his wife and children.
- Nyungura, Emile, his wife and children;
This list is not exhaustive. So far, no RPF soldier has been prosecuted.
On April 21, 1994 the RPF killed Catholic priests who had sought refuge at Rwesero
Seminary. These priests are: Christian Nkiliyehe, Anastase Nkundabanyanga, Joseph Hitimana, Gaspard Mudashimwa, Alexis Havugimana, Celestin Muhayimana, Augustin Mushyenderi, and Fidele Mulinda. So far, no RPF soldier has been prosecuted.

RPF soldiers summarily executed priests, nuns, and pastors. - From April 7, 1994 through August 1994, the RPF summoned people to public meetings. After people had gathered to listen to RPF officials, RPF soldiers massacred them. The following terms are reminiscent of these episodes: kwitaba inama or to attend a public meeting; kwikiza umwanzi or to get rid of the enemy and gutegura or to clean up a place. When people were summoned to attend a public meeting, they were summarily executed. When people were summoned to clean up a place to supposedly resettle internally displaced people, they were summarily executed.

When people were summoned to attend a public meeting to learn how to smoke out
interahamwe, they were asked to tie each other arms behind the back using ropes. Then they were summarily executed. Human Rights Watch and the FIDH have reported these massacres in the publication mentioned earlier.
They go on to say that "A written note produced by the UNHCR estimated only that the RPF had killed thousands of persons a month, but Gersony himself reportedly estimated that during the months from April to August the RPF killed between 25,000 and 45,000 persons, between 5,000 and 10,000 persons each month from April through July and 5,000 for the month of August. In press accounts based on leaked information, the figure most often cited was 30,000."



Massacres of the Tutsis by Interahamwe and RPF infiltrators (14,000 in Kigali) were a must-HAPPEN-event for Paul Kagame as THE BRIDGE or THE  LADDER for Him to seize power and, most importantly, to remain there without sharing it with his opponents or with the rival community.

The Netherlands is lobbying the European Court of Human Rights to allow the extradition of genocide suspects living in Europe to Rwanda, International Justice Tribune has learned.

Officially the Dutch government does not consider the Rwandan legal system fit for extraditions. Human rights organizations and Dutch legal experts, asked for their reaction, criticise the Dutch initiative at the European Court of Human Rights in Strasbourg. Rwanda does not yet have a judiciary that is fully independent, they say.

“In theory, Rwanda is reforming its judiciary, but in practice those measures are still insufficient’’, said Carina Tertsakian from Human Rights Watch. Amnesty International and the Commonwealth Human Rights Initiative (CHRI) are also surprised by the Dutch government’s initiative. Rwanda-expert Frederick Cowell: “In Rwanda, politicized processes still take place, without adequate rights for suspects.’’

According to the Dutch ministries of Foreign Affairs and Security & Justice, extraditions are not to be considered until Rwanda provides “the necessary guarantees’’ for independent legal procedures, regardless of a positive decision by the European Court of Human Rights (ECHR). A possible extradition treaty has to be voted on first by Dutch parliament.

Debate on the issue began when The Netherlands became involved in a legal case currently being considered by the ECHR. Its judges will have to decide whether or not to allow the extradition to Rwanda of Sylvère Ahorugeze, who is wanted for genocide and crimes against humanity. Ahorugeze, the former head of the Rwandan civil aviation authority, is suspected of having killed twenty-eight Tutsis in April 1994 in the Rwandan capital Kigali. He denies the charges.

Ahorugeze was arrested in July 2008 in Stockholm and the Swedish government decided he could be extradited to Rwanda. Ahorugeze’s lawyer is challenging this decision at the ECHR, but it is unclear when the court will give a ruling.

Dutch advice
The Netherlands is putting its weight behind the Swedish opinion that the extradition should go ahead, despite its criticism of Rwanda’s legal system and the official Dutch position that Rwanda is not ready for extraditions.

The International Justice Tribune has come into the possession of the written intervention of the Dutch representative at the ECHR, dated July 27th 2010. She writes, Rwanda has, “over the years (made) substantial and fundamental progress in furthering the rule of law’’. Since the mass killings of 1994, Rwanda has – through Dutch financial support – built new court houses and the “state-of-the-art-prison “Mpanga”, and has trained judges. Among the “most relevant developments’’ are the abolition of the death penalty and of life imprisonment in isolation.

Extradition floodgates 
If the ECHR approves extradition, a flow of genocide suspects living in Europe could begin. Many of these people received asylum status after 1994 but in recent years suspicions have been mounting about the involvement of some in the 1994 events. Still, to this day not a single suspect has been extradited. Judges, including in Germany, France, Great Britain and Finland, have always blocked extraditions in appeal cases. Critics argue that in Sweden it was not the judiciary that decided to extradite Ahorugeze, but the government.

Larissa van den Herik is professor of Public International Law at Leiden University. She presumes that The Hague believes it will be useful if the ECHR has already cleared all legal obstacles, ready for when the Netherlands reaches a bilateral extradition treaty with Rwanda at a later date. In addition to that she believes political motives are in play, “The Netherlands is a driving force behind the reforms in the Rwandan legal system. If the ECHR approves extradition, that will also be seized on as confirmation of Dutch policy. The Dutch authorities clearly have an agenda.’’

Law not politics
 

The departments of Foreign Affairs and Security & Justice deny that the Netherlands is lobbying the ECHR because of political reasons. The Hague argues it is promoting extradition on a European level merely to draw attention to the positive effects of Dutch investments in the Rwandan legal system. “If the ECHR disapproves of extradition, that will also be a valuable verdict. Such a verdict (…) will refine the insight of the areas on which Rwanda still needs assistance to reach the level required by Europe.’’

Roelof Haveman, a Dutch legal consultant, believes Rwanda is ready to handle extradition cases. Haveman assisted the Rwandan government in setting up a training institute for the judiciary. He points out that in June this year the Rwanda-tribunal handed over the case of Jean Uwinkindi to Kigali, the first time this has happened.

Critics argue that the Netherlands already encouraged the ECHR last year to allow extradition, well before the Rwanda-tribunal handed over the Uwinkindi-case. “But back then it was clear already that the Rwandan legal system was moving in the right direction’’, Haveman said.

Haveman points out how aware Rwanda is of the outside world's watchful eyes on its proceedings. “Kigali realises that any genocide case will be closely followed and therefore needs to be flawless. Otherwise, European countries might put a hold on further extraditions.’’ Human Rights Watch, Amnesty International and the CHRI do not share Havemans opinion.

They point to the case against Victoire Ingabire, the opposition leader who is on trial in Rwanda for alleged ties to a terrorist organization. The case of Ingabire is high profile, but nevertheless president Paul Kagame has publicly stated that Victoire Ingabire belongs behind bars. A fair trial is therefore impossible say critics, improved judiciary in Rwanda or not.
